At least 5 years of experience as a Technical Director, Director of Development, Resource Manager, or Delivery Manager; experience in product development will be considered an advantage.
Proven experience working with solutions in the Safe City, Smart City, and/or eGovernment domains.
Successful experience managing international or foreign development teams.
At least 3 years of experience managing cross-functional teams.
IT solutions architecture.
Data storage, management, and analytics technologies.
Knowledge of information security principles and experience applying them in practice.
Software Development Life Cycle (SDLC) management.
Resource planning.
Team workload and bench management skills.
Organization and control of software product development in accordance with approved roadmaps, including:
organizing and overseeing the writing and debugging of source code, as well as the implementation of algorithms and program logic in line with customer requirements and requirements for security, performance, and reliability;
organizing and overseeing the development, approval, and validation of software interface design options;
organizing and overseeing the modification of existing or previously developed software;
ensuring accurate calculation of resources required for development, deployment, and scaling of solutions;
ensuring the preparation of technical documentation required for the registration of rights, as well as for the completion and compliance with procedures and formalities provided for by the legislation of the right holder’s region of presence in relation to the created software.
